No you cannot ask them to pay. At public school if they want an educational assessment, they do it for free and if you contest it sometimes you can get them to pay for a private evaluation. That's because public schools get federal funding. Absolutely get the testing, otherwise he will definitely be asked to leave because there is no partnership. Try to assume the best.
