Hamas was also the elected govt in Gaza and somebody had to be in charge of civil affairs. Russia certainly has a terrorist wing of its own govt (murdering opponents and such) as does Saudi Arabia, I'm sure Trump has green card Russian friends and the whole lot of them must have some green card or visa friends linked to either country.
