Area is an agency or a division or an office within an agency (i.e. subparts of GSA that were RIFd). The competitive level is the positions/grades that are being eliminated. In your example attorneys and economists would not be on the same competitive level because most economists would not have law licenses. Or they could just RIF all attorneys and economists in a competitive area.[/quote]
