When Marocco, an avowed USAID-hater, was appointed to act for him while he was out of the country, it seemed a bit strange. I thought Rubio just wanted Marocco to destroy the agency while he was away so he didn't have to see it happen. Maybe so, but also apparently totally against Rubio's wishes.
