Meanwhile there is no efficiency but everything is in chaos and people are barely working because they don’t know what/who is staying and what the priorities are supposed to be.  And the genius in chief and his band of staff have no idea how to use the data.  And managers have people going and coming back and going against because the first thing was done with a machete instead of a scalpel.
