It clearly means black people who commit crimes should get a pass; police should not enforce laws when the lawbreakers are black because they sometimes resist and lose that fight.  When white lawbreakers resist arrest and suffer, where are the cries of "white lives matter"?  That would be equally stupid.  Or, how about making it generic - all lawbreaker lives matter?

Don't break the law and, if you do, don't resist the police.  That'd be a better, non-discriminatory, racially neutral slogan.  [/quote]
