Harris in turn can do more than squat by seeking Judicial Branch reform. One option would be to achieve legislation to expand the Supreme Court, or to impose term limits. Another option, however, would be to seek transparency over Judicial Branch operations beyond the Supreme Court. It’s transparency and openness that scares Chief Justice Roberts. Provisions that could be passed into law include: 1. Extension of civil rights to employees of the Federal Judiciary. 2. Mandating and funding on-demand free download of all records currently filed with the court on PACER, save for those limited records that are placed under judicial seal. 3. Installation of an Office of the Inspector General for the Federal Judiciary, answerable to Congress rather than the Chief Justice or the Judicial Conference of the United States. This is the policy-making arm responsible for budget requests, management of probation officers, management of publicly-funded defense attorneys, and support services for the Federal courts. 4. Extension of FOIA for all matters that fall under the Judicial Conference. 5. Public notice of all members of the numerous advisory committees to the Judicial Conference, not just the Advisory Committees on Rules and Procedures.[/quote]
