NP here - There comes a point where you have to win games. If you don't, it's demoralizing. You can talk about development all you want but if you actually are developed, you win :) It's not like you keep trying to develop and lose every season. Obviously, if this is what's happening, you're not developing very successfully!! LOL My kid is competitive and hated losing every damn game, We switched clubs, went from top club to middle of pack but we started winning. They started developing and kept getting promoted up. That there is called successful development.
Or, that could be being placed where they belonged at the beginning. Just because they were apparently placed too high in their league or tournaments does not mean they were not developing. It simply means they were not winning. Take the last place team in any division and drop them down a few levels, they will probably win more games. I do agree that there needs to be a balance because it is not great fun for anyone to lose every game, but losing on its own does not mean the kids aren't improving. My son, at U9, was on the top team at the club. It was not a particularly strong team and they lost. A lot. The coach was good though, and he got ahead of that by pointing out metrics beyond the number of goals for and against in games. He sent emails talking about what they were working on (first touch, getting open, talking to each other, using the width of the field, completing passes) and once the parents started to look at that, the improvement was evident. The kids believed in the coach and a year later, everything was clicking nicely. Define development as something besides "winning a lot of games" and you may see it happening.
