I'd be agitating for my local trash trucks (not "everyone") to fully empty my trashcans, and not leave little stuff in them. What's the harm in that? My point is that if the trash truck is refusing to take anything out of your trashcan except for the large bags, you've got a bigger and different problem than just an occasional baggie of dog poop that someone might add to your pile.
