A lot of what you are describing is federal/state/county services that are being provided at schools but are not explicitly coming from MCPS. So, for example, free and reduced meals. This is a program that has been around since the 1940s. It is mandated by federal law, and schools receive stipends to implement it. MCPS couldn't opt out even if they wanted to. It's not their "philosophy" to provide free and reduced price lunch - it is the law. Or we can look at healthcare. There are only 16 schools in all of MCPS with in-school health centers beyond just having a CNA (school nurse) in the building. So, yes, some of the very neediest schools in the county have co-located healthcare providers, but those are not run by MCPS. They are run by Montgomery County and are located in schools because schools (particularly at the ES level) act as "neighborhood hubs." But, again, that's not MCPS "philosopy." It is a service provided by the county, run by the county, and co-located in a school. You are tilting at windmills here, but also talking about things you don't understand. [/quote]
