Which part isn't safe? Exactly where should they be doing these highly supervised and heavily controlled exercises? I live 30 miles from a major marine base,  I can hear when they're doing their ordinance exercises and sometimes feel it - never has it been a concern not to me or to our neighbors. [/quote]

OSHA? I don't think you know what OSHA does.
