He had been ordered to surrender all firearms. That order was later withdrawn. If he had already complied he’d have had to go through the same process to get it back as when originally purchased from a dealer. In any event, lawful ownership of a firearm does not (at least in Maryland) authorize a person to carry it, other than unloaded and cased to the range, repair shop, place of surrender. To lawfully carry a handgun in Maryland a person must have a wear and carry permit, issued (completely separately from the license required to buy a handgun) only after completion of a state-mandated training course, a range qualification, fingerprinting, photographs, and a comprehensive background check, not to mention a significant processing delay. A domestic violence history could have resulted in denial of a permit. So I’m not sure what the point is. Even if he had a carry permit he certainly had no right to misuse a firearm to commit murder. And the Mercedes Benz he is linked to certainly is as deadly as a firearm if misused. [/quote]
