The reason people (of all backgrounds)  move to nicer neighborhoods is to get away from that nonsense. And the ones that can't afford it deserve more response from their elected leaders. And for many years, things were going the right way. 100 murders a year was still horrific (early 2010s), but it is a lot better than 200+. The car theft situation is out of control.

I will almost certainly not move to the suburbs, in part as a point of pride, and because generally things are OK in my daily experience. But I don't begrudge people who do, particularly if they have been personally hit by crime or have had one too many bad experiences on the Metro.[/quote]
