The number of citations is so low that it takes some reading between the lines to understand what's happening. I think it's saying that, of traffic citations paid by the county using its purchasing cards, 85% of those citations are from school bus drivers (so maybe, for instance, the other 15% are from county vehicles getting speed camera tickets). So it's not making any representations about how many school bus stop sign citations are issued to people who aren't school bus drivers.[/quote]
