Commonwealth citizens aren’t British citizens, so for the purposes of answering PP’s question about whether any other country allows non-citizens to vote in local elections, I don’t see how authorized Canadian immigrants without citizenship in London are necessarily any different from authorized Canadian immigrants without citizenship in D.C.
