Which came first, a desire to include girls in the newly branded "Scouts BSA" or a need to raise more money to avoid completely going under after owing billions of dollars to victims and their families?

Do you notice how you've centered the "good deeds" of the perpetrator here? Yeah, we ruined lots of lives with our program, but we tried to give some money in exchange for it!
