The USG can fund researchers to do all of the hard foundational level work, and then just as projects start to become mature enough to start paying off, the Chinese govt will lure them away where they will take nearly all of the rewards. This is happening more than people realize and there is a significant amount of IP theft(read several hundreds of B$s) that happens every year from China. This needs to stop.
