Nobody wants anything to shut down again (it's not realistic long term anyway) so why doesn't Hogan just restrict indoor dining, gyms, etc to those who are vaccinated? That's what Chicago is doing. Maybe if these people had actual consequences, they'd go get vaccinated. [/quote]

I wish Hogan was more proactive, but in truth, these mandates put the burden on businesses to implement and enforce, which is a big ask. Not only that, but NYC has all of these mandates, and it doesn't seem to be stopping transmission at all. [/quote]

Large, super-dense metropoles will never win against such a rapidly-spreading virus unless you shut it ALL down in time - which New Yorkers would not agree to. They're in trouble not matter what they do. Less dense areas with good hospital coverage, like our region, could totally implement mask mandates and closures to de-saturate hospitals. And rural areas have to be careful, because even though viral spread is much slower, their issue is hospital capacity - as soon as their local gets overwhelmed, they're done. So you really need to implement measures based on your urban density proportionally to your hospital capacity.
