There are a lot of kids in this county who rely on APS extracurricular activities to build their resume for college applications and career opportunities. And maybe two weeks doesn't seem like a big deal, but many MS and HS activities are seasonal and 2 weeks is huge for kids preparing for winter competitions-- and not just sports, but also things like robotics and STEM team competitions, Model United Nations, etc. Many of these activities don't carry any more risk than kids being in the classroom.
