We are divided by district, and we are given a list of numbers/names to use for the draft of the boys that age assigned to that district. If your kid doesn't show up to the assessment, their name is still on the list which means he will get assigned to a team "blind" so he is either assigned to a team or someone just goes ok I will take kid 123, whoever that is (usually this happens at the very end). There usually are a handful of kids who don't show up, whether it is intentional, they're sick or their parents forgot. If you mean what happens if you sign up for rec late, after the draft has occurred, you would need to call the rec registration people to see if your kid can be assigned to a team.
