Students apply and get in or not. Then the parents fill out the FAFSA and that determines (by the US Dept of ED) who qualifies for a Pell grant. And Congress gets to tinker with that percentage every year. So the university has no idea how many Pell Grant recipients it will have at the time of acceptance. Universities in states with lower per capita incomes, like California, will always have a great percentage of Pell grant students-similarly Michigan with applicants from Detroit. So it is unfair for USN&WR to use this as an evaluator since universities have no control. Read wiki on Pell Grants. [/quote]
