He's transportation secretary in an administration that is committed to implementing the ADA. When he says that his platform includes providing accessibility for wheelchair users, it's a pretty good guess that he's talking about things like curb cuts, accessible public transportation, repairing sidewalks, etc . . . and not having wheelchair users in the middle of 495 unless they are riding in a vehicle.
