Seems like that would maximize facility use for the benefit of everyone. I don’t understand this futsal thing, but it seems like they could double the number of kids playing by doing soccer right next door. So this is clearly not about getting kids exercise (if so they are doing it seriously wrong) Do people actually pay extra to have their kids play soccer on a tennis court when a vacant soccer field is right next door.
