You would not have working hospitals in the hotspots if exposed people had to stay home. Most interstate travel quarantines also have some exemption for essential and/or critical workers. I don't think it's clear where teachers fall, although I agree with you that it would be a mistake in this case. However, I can guarantee that there will not be a 100% consensus among parents about whether teachers should not stay in the classroom if one child gets sick, nor would there be 100% consensus that all the exposed kids should stay home until adequately screened negative (which takes a few days after exposure, at least, even with the best tests, because you won't shed it right away).
