If they truly didn't wear masks in the visitors center, that's an issue, and the garden management should have intervened. But outside, the gardens have plenty of space to physically distance, and unless you're getting close to someone, you don't need to be masked the entire time you're there. Visitors are also welcome to sit in places like the gazebos, including to picnic or just socialize; if they're not masked you just don't go there. I'm pretty hard core about mask wearing, but this isn't one of the situations where'd I'd get upset. [/quote]
