I think the per capita level of cases makes a big difference in the trajectory of these curves.  Arizona has a much lower level of cases than the DC Area and if you take a mitigation approach (Phase 1, Phase 2 etc), you are likely to have some outbreaks and occasional increase in cases from a low level.  Our higher level in cases in DC Area will help us with the optics on this.  We are going to see (and are seeing) a nice slope down off the peaks in hospitalization.  Even with some outbreaks, the optics of the trajectory can still look good because they can be absorbed into the overall stats.  You can see this now in how the curve trajectory of the different metrics now look better in northern Virginia than the rest of the state.[/quote]
