You can't go to Shenandoah. You can't cross state lines unless it's nonessential. For example, if you live in DC and you shop at a Giant in Silver Spring, you're fine. If you live in Maryland and you feel you need to drive three hours into Virginia to go for a walk, you're not. A better question is are you allowed to or should you drive a distance for a hike. My guess is probably not a good idea. On one hand, if you live in downtown Bethesda and everybody and their kids are on the Capital Crescent, it might seem wise to drive to another trail. However, if you're making regular trips up I-270 to hike trails every other day, the social distancing advantage you get by hiking in less populated areas will be negated by the needs to go to gas stations or any car issues. This isn't supposed to last all summer. Save the adventure hikes for July and August. Get good walks in around your neighborhoods. If your favorite bike trails are crowded, try going at dawn or sunset. It's not the end of the world.
