Fordham with a partial scholarship might be more expensive than Cornell or Michigan without, just because NYC has such high rents. At some state schools, establishing residency before applying might make sense...but at a lot of them it's either very hard to do so, doesn't save you much money, or pretty simple to do for 2L and 3L years.[/quote]
