It's no joke. I have witnessed it at TJ's and at least one other store where the child was hanging on to the side of the cart and it tipped over, rather violently. The children seemed to be fine but it was scary. The mother in the TJ's incident was not paying attention and she turned and screamed bloody murder but did not act. Of course the closest employee responded and many other shoppers. She just stood there, stunned. I agree any business is concerned about liability, they have hefty insurance premiuims to pay. I witnessed a similar incident at TJ's just yesterday. A little girl (about 3 years old) was sitting in the cart (back part) and when the mom turned around the little girl stood up and was leaning against the side and the whole cart tipped over and landed on top of her. It happened SO FAST. She was screaming at the top of her lungs, holding her arm and apparently had a knot on her head. Many people (customers and employees) jumped in to help (get ice, etc.) rather quickly.  These things can happen very quickly.[/quote]
