Sometimes they are not. You tend to notice the former (there they are!), but for the latter, often you don't know if they got ahead, or turned the corner, or what have you. I drive the speed limit, but in my area (not DC) there are a lot of people who take speed bumps excessively slow (not at a creep, but actually come to a standstill), turn corners excessively slow, etc. Many times I've passed them safely and then just gone through as the last car through a traffic light. Many times I've been stopped at the same light. Both happen. It doesn't matter.[/quote]
