Teaching and getting community involvement would have been more effective in changing behavior habits than building a fence. I agree in an emergency situation when the building needs to be evacuated quickly, the fence could be a saftey impediment. Official crossing guards or police officers also help with pedestrian and traffic safety. Why doesn't Churchill have crossing guards?[/quote] Drivers should be taught to stop for pedestrians in marked and unmarked crosswalks. It's the law! And every intersection is a crosswalk - so, at minimum, there are crosswalks across Gainsborough at Victory Lane (unmarked), and Georgetowne Drive (one marked, one unmarked). But the parking lot entrances/exits are likely legal crosswalks also. Everywhere else, it's legal for pedestrians to cross, it's just that the drivers have the right-of-way. [/quote]
