They serve most beer at room temperature, so I'd be surprised if Europeans are refrigerating unopened ready-to-feed formula. There are also several threads at pregnancyforum.co.uk touching on what proportion of cold water to add to make it room temperature when mixing up powdered formula, so I guess you mean refrigerator-cold.
