I know of two programs in DCC high schools that are open to students from elsewhere in the county (i.e., outside of the DCC) - the math/sci program at Blair, and the visual arts program at Einstein. Am I missing any? Do you consider two programs to be proliferation? [/quote]

There is also a biomedical engineering mini-magnet at Wheaton, the CAP program at Blair, the Visual Arts at Einstein that you mentioned.
