It's just rude to let your dog wander in people's yards when you're on a walk.

Dog owners who let their dog off leash in public parks are a-holes.  Your dog should only be off leash IN the dog park.

And as for dogs that jump on people, well, that's just lazy training by the owner.  I've owned lots of dogs and fostered plenty as well through the years and all have been trained to NOT jump.  Whether on people, at the table, on kitchen counters, etc.  Very basic skill that even older dogs can learn.

I've not seen dogs IN restaurants in DC where I work or VA where I live.  I can remember seeing maybe one service dog in a restaurant during a lunch meeting in DC, but that's it.  I've seen plenty of dogs on patios at restaurants.  Not sure if you count that, OP, but I'm okay with this scenario.  I know of a lot of restaurants who have Pups on the Patio and Mutts & Martinis type events, especially where I live in VA.  It's rare to go to a restaurant in my hometown, get seated outside, and not have a least one dog on the patio.
