My guess it is that the secret service guy had multiple counts against him. It may also depend on the jurisdiction. The fact that he was in the secret service may have been a factor. Apparently, prosecutors were seeking life in prison, which seems a little extreme. Why bother pleading when you're going to have the book thrown at you either way?
