[/quote] I think of a cease and desist order as something that is actually enforceable. A private attorney can always send a letter that says she'll file a lawsuit if the bully doesn't stop misbehaving, but it's essentially just a threat. If it goes ignored you are in the same position you are in today. And what makes you think the commonwealth's attorney will necessarily press charges? You'll need proof and witnesses at a minimum.[/quote]
