I wouldn't bother though. I would head straight to the commonwealths attorney's office and press charges on the little prick doing this. A few weeks in juvie will teach a lesson.
I think of a cease and desist order as something that is actually enforceable. A private attorney can always send a letter that says she'll file a lawsuit if the bully doesn't stop misbehaving, but it's essentially just a threat. If it goes ignored you are in the same position you are in today.
And what makes you think the commonwealth's attorney will necessarily press charges? You'll need proof and witnesses at a minimum.
