Republicans will just cut that out completely, calling it wasteful bureaucratic bloat with no meaningful impact on people's lives. Biden is not a popular president and frankly I have no idea how he is able to function if the Reps control both houses. It will be massively gutted, either outright or death by a thousand cuts. It's what happens when you try to pass something with the barest of majorities and rapidly sinking polling numbers and an opposition that shows no signs of being interested in working with you (because you also won't work with them).
