[/quote] Do you realize that the people who head these departments are not "lifers"? They are installed by the president and every 4 years they can and do change (if not sooner). Also the policies are based on the laws that are passed so they don't get to just decide what the policies will be. Have you ever been involved in this process? [/quote]
