Do you have a link to info about him signing over his parental rights? That's not a decision a parent gets to make, so something very significant (severe abuse or neglect AND refusal to participate in reunification efforts) would have happened for this to be allowed, and he wouldn't have been allowed to regain custody in any way after terminating his rights. Are you sure this is true? [/quote]

If child welfare is not involved, which it wasn't generally someone has to adopt to replace that parent.  He didn't sign his custody away.  A judge took it away after a legal battle and give him limited visitation but when she didn't comply the judge didn't enforce it, which is very typical.[/quote]
