I think McCarthy would only need to bring it (increase in debt limit) up for a vote and it would pass pretty easily with Dems and moderate Republicans.  Of course there’s no way Dems could enforce this once McCarthy wins the Speakership.  And McCarthy would face a brutal revolt from the “Freedom Caucus” if he went through with it.[/quote]
