Their best clients are wealthy nations. They don't want to sour relations more than they already are. So China is treading lightly, and telling Putin that he should have invaded Ukraine swiftly, or not at all, instead of annoying EVERYONE with the Russian Army's incompetence and riling people up EVERYWHERE. And China is watching and learning from this mess: either you do a bloodless take-over, or you bide your time until you can achieve same.
