It only has one lane of car traffic and a dedicated bike lane on the street. There's no reason for someone to be illegally zooming on the sidewalk into pedestrians. It's disturbing that you think that telling someone to ride their scooter on the street as required by law is a shooting offense. Also, it sounds like you think that cutting someone off in traffic is a natural precursor to gun violence.
