I thought a shadow ban is when you are essentially muted. You can post, but nobody can see your tweet. What Weiss is describing is "deboosting" which means that you can tweet, and anyone following you can see your tweet, but it might not show up in searches and won't be eligible to trend. Twitter has several mechanisms, for example not having your replies show up unless the user clicks for more replies, not having you show up in search results, et cetera.
