But if you start taking on too many kids in a school and don't have commensurate funding, then yes that's a drain and it is not sustainable.[/quote] This is exactly what is happening The rate of ESOL and special needs kids is growing faster than the tax base receipts of Fairfax County As PP said it is unsustainable financially long term and again what is happening is the kids in the middle of getting squeezed out with larger class sizes to make up for more spening for the 2 categories of kids mentioned above and with higher performers escaping to AAP.
