The campus being off a main street but hemmed in the back by Canal Road was also probably seen as a liability. If you have ever had to be protected or work with someone who has, which is not unusual in this town, you learn the hierarchy of concerns for details, the difference between counter/surveillance, etc. Nearly every department runs their own protection - it is not as if there are only 20 Secret Service agents and five people under protection in the DMV.
