Because they don't want to inconvenience themselves.  They would far rather do things their way even if it means violating a rule and causing others discomfort and upset. Or, no, because it is ridiculous that places make rules but provide no other accommodations like family changing rooms, and maybe in the summer your idea works but hell no am I taking my kid outside, wet, in winter, even with a special coat. It has nothing to do with inconvenience. It has EVERYTHING to do with the fact that if you have an issue with a young child changing with his mom and not being left alone with strange men, YOU ARE A PERVERT.[/quote]

YOU are an entitled ass! Perhaps the solution is to find a way to make the men's locker room safe for kids to change in. Perhaps you should seek to have the rules and laws in place actually enforced. Perhaps the solution to your problem is not bucking the rules that you don't like, and disregarding the comfort of the people the room was actually intended for.
