The Salvadorean government is not holding Garcia in prison because he is a citizen of that country. The official reason that the Salvadorean VP gave to Van Hollen for the continued detention of Garcia is that "the Trump administration is paying the government of El Salvador" to keep him locked up. In other words, they are keeping him imprisoned because Trump paid them (and told them) to do so. The corollary of that is that Trump could request that Garcia be released from jail at any time. As far as I've seen, there is nothing in writing or video of those remarks since they were made during a non-public meeting of Van Hollen and the VP of El Salvador. The story has been reported in non-MAGA media. Here are some sources:
