Remember, Cummings district is high gerrymandered and includes prosperous suburbs.  Poverty rate is not the only measure.

Even the last mayor (Pugh) is on tape talking about how bad the smell is from the dead animals.
There was a documentary two years ago on the rats in Baltimore.

I'm going to guess that the students attending a school like Ashburton aren't caring if their school is located in a red state or a blue state. They deserve much better than being placed in basically a segregated school with a cafeteria they can't use.[/quote]
