This wouldn’t be needed if we had more housing built. Class size and school capacity are separate variables. Over-capacity, at-capacity, and under-capacity schools all have the same class sizes. The difference is that at over-capacity schools, there are lots of portables, and at under-capacity schools, there are empty classrooms.[/quote]
